Historical Note: The Council on Problems for the Aged (COPA) was the board initially appointed by the mayor of Carbondale, Ill., to oversee the city's senior citizen services. It was first organized in 1967 and incorporated in 1969. Also known as Senior Citizen Services of Jackson County, COPA was subsequently renamed Senior Adult Services.
