Donald L. Beggs is a native of Harrisburg, Illinois. He received his Bachelor's and Master's degrees in 1963 and 1964 respectively from Southern Illinois University Carbondale and in 1966 received his doctorate in educational measurement and statistics from University of Iowa. In 1966 he became a faculty member in SIUC's College of Education and was promoted to full professor in 1972.
Beggs held various administrative positions prior to his tenure as Chancellor of SIUC. In 1970 he was named Associate Dean of the Graduate School. From 1973-1975 he served as Assistant Dean of the College of Education, and in 1975-1976 he became Acting Dean of University Programs as well as Acting Assistant Vice President for Academic Affairs and Research. That same year he became Associate Dean of the SIUC College of Education and Human Services and the Dean of the college, serving from 1981-1996. He was named Chancellor in 1996 and served until his retirement in 1999, when he became the 12th President of Wichita State University. He retired from Wichita State in 2012.
Beggs has authored many books, including Measurement and Evaluation in the Schools, written numerous academic articles, and is a senior author of a nationally standardized test.
