The Teachers College Board of the State of Illinois came into existence on July 1, 1917. It was created by an act of the 50th General Assembly and was initially called the Normal School Board. This arrangement consolidated the separate boards of trustees administering Illinois’ normal schools into a single governing board. The affected institutions included Illinois State Normal University, Southern Illinois Normal University, Eastern Illinois State Teachers College, Northern Illinois State Teachers College, and Western Illinois State Teachers College.
The Normal School Board consisted of 9 members appointed by the Governor and 2 ex officio members: the Director of the Department of Registration and Registration, who was designated as Chairman of the Board, and the Superintendent of Public Instruction, who was designated at Secretary of the Board. The Normal School Board became the Teachers College Board in 1937. The Board again changed its name to the Board of Governors of the State Colleges and Universities of the State of Illinois on July 15th, 1965. At this time the Illinois Teachers College – Chicago came under the Board’s administration. The Board’s name changed once again in 1967 to the Board of Regents of the State of Illinois, which existed until 1995 when all state universities would create and once again be administered by their individual boards of trustees.
Southern Illinois University ceased being administered by the Teachers College Board upon the creation of its own Board of Trustees in 1949.
