Historical Note: The Office of the Bursar provides financial services to Southern Illinois University Carbondale students and the SIU community. It is primarily responsible for tuition billing, the Federal Perkins Student Loan Program, and receiving deposits from departments that generate revenue. In 1943, Lucille Etherton became the first full time Bursar. In 1954 she was succeeded by Thomas Watson, who worked as Bursar until at least 1982. The Bursar initially reported to the Business Office, which was created in 1917. It then reported to the Office of the Controller, which was created in 1969. By 1981, the Bursar reported to the Vice President (now Vice Chancellor) for Financial Affairs along with Purchasing, Micrographics (Records Management), and Labor Relations. As of 2016 the Bursar reports to the Assistant Provost for Enrollment Management, which reports to the Provost and Vice Chancellor for Academic Affairs.
