Scope and Contents of the Materials

This collection includes course materials and learning supplements used for teaching English in Nigeria; evaluations of the program's progress; grant proposals; and correspondence between Southern Illinois University's International Services and the Ford Foundation. Within this collection are also photographs documenting teacher-student interactions; learning facilities (both in Nigeria and at Southern Illinois University).  Additionally, there are photo keys received from the Ford Foundation to be used in identifying photographs taken at the language centers in Kaduna, Enugu, and Ibadan.

Collection Historical Note

In January, 1964, Southern Illniois University received a grant from the Ford Foundation for the purpose of improving the teaching of the English language in Nigeria.  English Language Services Inc., a private Washington, D.C. firm, provided equipment, course materials and personnel under the fiscal and professional managment of Southern Illinois University.  The program was directed by Robert Jacobs, Dean of International Services.  Projects carried out under the grant were: the establishment of English language centers, of Nigerian Civil Service Training Centers in Kaduna, Enugu, and Ibadan; seminars in the teaching of English as a foreign language; development of course materials and instructional methods. Although the original grant was for a two-year period, the project was allowed to continue by the means of subsequent Ford Foundation grants awarded in September, 1964, Aprill, 1966 and October, 1967.

Biographical Note

The International Services Division came into existence at Southern Illinois University Carbondale on July 1, 1965 with Dr. Robert Jacobs as Dean.  Prior to 1965, the university had been active in international education and services programs in Vietnam (U. S. Agency for International Development grants for vocational and elementary education), and had agreements with Mali, Nepal. Nigeria, Afghanistan, and Thailand.  At this time these functions were guided by the Office of Research and Projects (now the Office of Sponsored Projects Administration) under the direction of Dr. John O. Anderson, then associate dean in the Graduate School.  Anderson became dean of the International Services Division upon his return from Nepal in August 1968.  The division coordinated the international programs and activities of the University under the operational supervision of the Vice President for Student and Area Services and under the joint policy direction of that officer and the Vice President for Academic Affairs.

In November 1969 the Academic Affairs Advisory Committee recommended that an Office of International Education be created with overall executive responsibility for the International Services Division; the Intercultural Program; Chairmanship of the Liaison Committee of the Center for Vietnamese Studies and Programs; coordination and liaison with the Area Studies Committees; coordination of international study grants; and coordination and liaison of the various international programs, projects, and research of the university’s academic units.  John O. Anderson was then named Dean of International Education.

By 1970 the Office of International Education oversaw several programs.  The International Services Division operated projects in Afghanistan, Argentina, Brazil, Indonesia, Mexico, Nepal, Nigeria, Thailand, Vietnam, and Yugoslavia.  The International Student Services, a unit of the International Services Division, worked with academic departments to provide advisement and logistic support to international students regarding academic, financial, immigration, and personal matters.  The Intercultural Studies Program aimed to foster intercultural understanding, and included the VITA International Study Program in Luxembourg.    The Office of International Education maintained no academic staffing to avoid duplication of staff and resources within the university, and relied on the academic units for the initiation and staffing of projects.

International Education has been under the supervision of the Vice President for Student and Area Service, the Vice President for Area and International Service, and now reports to the Vice President for Academic Affairs and Research through the Associate Vice President for Academic Affairs and the Dean of the Graduate School.

In 1982 the office changed names to International Programs and Services before changing names to the Center for International Education in 2012.  The Center promotes and coordinates international activities on the Southern Illinois University Carbondale campus which includes enrollment management for international students, study abroad programs, international student support (including regional community programs of the International Friends Club), and international development (including faculty Fullbrights).  The Center strives to: recruit, admit, enroll and retain students from every nation; educate international students regarding immigration policies and University procedures and facilitate their campus assimilation; inform students of the myriad of study abroad opportunities worldwide; encourage faculty, staff and student exchange through the development of global academic partnerships; and coordinate campus initiatives that support the academic mission of the University by providing leadership that enhances our international dimension.
