Scope and Contents of the Materials

The C. Thomas Busch collection contains numerous copies of  Master Plan III which was the third in a series of Illinois Board of Higher Education plans to deal with the rapidly expanding public and private college system of the late 1960s and early 1970s.  In addition to the plan itself, this collection also contains reviews of public hearings, major criticisms of Master Plan III presented by Illinois Universities and committee interviews that voice particular concerns of various contingents in Illinois universities. This collection also contains information on Southern Illinois University's Vietnamese Studies Center including the original budget proposal from AID to SIU and copies of filed material such as VSC committee members, resumes from VSC employees, and information inquiries from U.S. military officials.  The Busch collection also contains numerous Daily Egyptian, Southern Illinoisan, and Chicago Tribune articles regarding the Vietnam War and the resulting campus protests, and there is an extensive collection of photographs from the student protests of January and May 1970.

Biographical Note

C. Thomas Busch was a student at SIU between 1966 and 1970, and served as the Vice-Chairman of the Student Advisory Committee for Master Plan III.  He also served on Lieutenant Governor Paul Simon’s Committee to Study Campus Unrest in 1970 and as a spokesman and organizer for Co-ordinating Task Force (CTF).

Vietnam, Student Activism, and the SIU riots are the subject area that makes up the bulk of the collection.  Busch seems to have had a specific interest in student activism regarding the Vietnam War.  His collection includes an extensive number of photographs from the student protests of January and May 1970.  Daily Egyptian staff photographers took these pictures, but the newspaper no longer has these pictures in their archives.

This series also contains information on the SIU’s Vietnamese Studies Center.  The VSC began with a grant of one million dollars in the fall of 1969 from the Agency for International Development (AID).  The Center was developed to study Vietnamese culture for the purpose of aiding in the “post-war” reconstruction” of that nation.  This grant and VSC itself inspired campus protests in 1970, which finally culminated in the closing of SIU on May 12, 1970.  Busch saved a copy of the original budget proposal from AID to Southern Illinois University and copies of filed material such as VSC committee members, resumes from VSC employees, and information inquiries from U.S. military officials.  The Busch collection also contains numerous Daily Egyptian, Southern Illinoisan, and Chicago Tribune articles regarding the Vietnam War and the resulting campus protests.

Series III relates to the work of the the Co-ordinating Task Force, which was created on May 16, 1970 to "form a more effective power base towards resolving the issues which contributed to the closing of the university (CTF newsletter, May 15, 1970).  The task force worked to help students find adequate housing after the closing of Southern Illinois University on May 12, 1970 and served as an ideological meeting point for various organizations on campus.  This series includes newspaper articles, drafts for newsletter articles and copies of the newsletter.

In May 1970, Carbondale experienced many disturbances caused by the SIU riots. Busch collected copies of Statements for Trial by many of those arrested and witnesses to the events.  Most of the information comes from Statements for Trial as well as some Police Brutality Reports collected by the ACLU.  Also included in the collection are the actions taken by SIU after the riots, such as the Presidential Hold on Registration, threats of Trespass Action, and files on student political activity.
