An administrative reorganization in 1964 created functional Vice Presidents for Academic Affairs, Business Affairs, and Student and Area Services. Robert MacVicar was appointed Vice President for Academic Affairs, John S. Rendleman was appointed Vice President for Business Affairs, and Ralph W. Ruffner was appointed Vice President for Student and Area Services. The files of the three Vice Presidents were combined in one central office for convenience and efficiency. Forty cubic feet (1963-1968) were retired to the Archives in 1968, and twenty-three additional cubic feet (1966-1968) were retired in 1970. The files were arbitrarily assigned the record group number of the Vice President for Academic Affairs, (now Vice Chancellor for Academic Affairs) since no record group number exists which combines the three offices.
In 1968, another reorganization of the internal operations of the University was undertaken toward decentralization from a functional to a campus organizational structure. The first action toward decentralization was the creation of the Offices of Chancellor to the Edwardsville campus and Chancellor to the Carbondale, Campus, approved by the Board of Trustees on 21 June 1968. The positions of Vice President for Academic Affairs and Vice President for Business Affairs were eliminated. Robert MacVicar was named Chancellor to the Carbondale Campus, and John Rendleman was named Chancellor to the Edwardsville Campus. Ralph Ruffner remained Vice President for Student and Area Services.
Through delegation by the Chancellor, this office establishes priorities, formulates plans for the various academic missions of SIUC, and stimulates and coordinates similar planning within the academic units. Additional responsibilities include: the development of academic personnel policies; analysis and review of academic budgets; preparation of an integrated academic budget for SIUC; review and monitoring of existing academic programs; analysis of new programs; coordination of the activities of all academic units. And any other additional duties as delegated by the Chancellor.
Academic units responsible to the Vice Chancellor are: School of Agriculture, College of Business and Administration, College of Communications and Fine Arts, College of Education, College of Engineering and Technology, College of Human Resources, School of Law, College of Liberal Arts, College of Science, College of Technical Careers, Continuing Education, Several Academic Programs, Library Affairs, and University Press. The titles of President and Chancellor were reversed 1 January 1996, in order to conform more closely to
the titles being used for these positions at other Illinois colleges and universities, as well as around the
nation. The duties for each position remain the same. The Office of the Chancellor, SIUC, delegates the
duties of this office. All Vice Presidents' titles are now Vice Chancellor.
