Business Affairs and Campus Services were handled by the same office, the Vice President of Business Affairs, until 1966. Campus Services then included Physical Plant, University Architect, Personnel Office, and Auxiliary Enterprises. In 1966 Business Affairs was divided into Business Affairs-Fiscal Division (see Controller RG 67) and Business Affairs-Services Division. Paul Isbell was named Director of the Services Division, with responsibility for services on both the Carbondale and Edwardsville campuses. Edwardsville acquired its own Business Manager in 1968.
SIUC services included: Air Institute and Service (also called Airport Operations), Arena, Auxiliary and Service Enterprises, Civil Defense, Personnel Office, Physical Plant, Safety Center, Security Office, and University Center (Student Center).
From 1972 until 1975, the Vice President for Administration and Campus Treasurer (RG___) was responsible for Both aspects of Business Affairs. President Brandt reorganized the University administrative structure in 1975, creating the office of Vice President for Fiscal Affairs (RG ___) to handle the financial affairs, and the Office of the Director of Campus Services for service functions. Clarence "Doc" Dougherty became Director of Campus Services.
The Director of Campus Services was in charge of Airport Operations, Arena, Auxiliary and Service Enterprises, the Physical Plant, Security Office, and Facilities Planning. Personnel was transferred to the Vice President for Fiscal Affairs (RG___) and the Safety Officer became a unit within the Personnel Division (RG ___). Responsibility for the University Center was transferred to the Vice President for Student Affairs (RG ___).
In 1978, the Director of Campus Services was made the Vice President of Campus Services. As before, the position reports to the President.
