The Carter papers consist mostly of correspondence of Jennie Delle Carter of Vienna, Illinois, who was James A. Carter's sister (born 1879). Jennie D. Carter went into government civil service in 1911, and much of her correspondence concerns her career with the Veterans Bureau, particularly with vocational rehabilitation work. Included in the correspondence are letters from Julia Carter's daughters, Lois Carter Churchill of Chicago; and a letter from the president of the faculty of Creal Springs College criticizing Professor Shryock and Southern Illinois Normal University. The collection also includes documents concerning Julia Carter Hale's sale of land to the SIU in 1946, along with a 1949 letter to Hale from President Delyte W. Morris urging her to vacate her property according to the terms of the sale.
The papers also include genealogical notes and records of the Carter family, information which enabled Jennie D. Carter to become a member of the Daughters of the American Revolution.
